[7.17] Accept connecting to ES 8.x #122627

Summary

Fix #122459

Change the es version compatibility logic on the 7.17 branch to allow connecting to any 8 minor version of elasticsearch

nit: let's add 7.17 to this comment so that we know when we made the change to support the next major. That will help down the line if we end up capping the minor version to which Kibana will connect.

We should also check to make sure the version Compatibility matrix in the README is still valid

ensure 8.last can connect to ES 9.0 during an upgrade of the stack.
