[ML] DF Analytics: Edit job flyout

The flyout to edit analytics jobs should support available API options introduced in elastic/elasticsearch#58302

• Create analytics update endpoint in kibana
• Add Edit action to job list (only in non-management table)
• Edit action should open flyout with editable options
• description, model_memory_limit and allow_lazy_start should be editable
• max_num_threads should be editable (defaults to 1)
  • [ML] Data frame analytics max_num_threads setting elasticsearch#59254
• model_memory_limit format validation
• model_memory_limit can only be updated when analytics is stopped - disable if the job is not stopped
• handle any errors in update attempt
• show success toast and close flyout on success
• refresh jobs list after successful update
• API integration test ([ML] API integration tests for UPDATE data frame analytics endpoint #72710)
• functional test ([ML] DF Analytics: adds functional tests for edit form #73885)
