[Maps] Add save-to-dashboard

Describe the feature:

When users create a dashboard in the Dashboard app, they can create a new Map. This takes them to the Maps-app. Once there, they should have a "Save to dashboard" button that saves the map, and then navigates them back to the Dashboard with that map added to the dashboard.

This would be similar to how Visualizations support the "save to dashboard" functionality.

Here are some screen captures from Lens showing their work flow

When you create a new lens visualization from Dashboard, there is a single Save button

Then the save model has Save and return button

When edit a lens visualization from Dashboard, there are two save buttons

The Maps application will follow a similar flow to ensure UI consistency across applications
