Kibana version:

Testing on 7.7 13066a48d5, but should be present on master too.

Describe the bug:

Saving a a deactivated watch activates it

Steps to reproduce:

  1. Create a watch (any)
  2. Deactivate the watch
  3. Edit the watch
  4. Save the watch
  5. See that it has started

Expected behavior:

Editing to not re-activate a deactivated watch.
