Flaky Suite: machine learning anomaly detection

There are a number of tests that are failing in the "machine learning anomaly detection" suite and they have been failing pretty consistently over the last month, but more often recently.

I've disabled the suite but we need to look at the failures that we have and figure out how to lower the failure rate.
