Plugin installation should re-optimize kibana before completing #4683

When a plugin is installed offers any uiExports, kibana will have to reoptimize it's front-end assets in before running again. This consumes a good amount of memory that seems to hang around in caches or perhaps the V8 heap, but this can be avoided if plugin installation re-optimized the kibana as a part of the install process.
