Spaces - copy saved objects should allow copying without references

The initial "Copy saved objects to space" feature does not allow for saved objects to be copied without references.

For example, copying a dashboard from Space A to Space B will also copy all associated viaualizations, index patterns, etc. This was done to make the experience more intuitive by working around a limitation in the Saved Objects Import functionality.

Once #43873 is resolved, we should update the "copy to space" UI to allow for optional reference copying.

My initial thought was that we would just copy the selected object, and none of its references. We could expand on this to allow users to select which referenced objects to copy if we wanted to
