Describe the feature:
Note: This is only for when a Kibana instance is running on Cloud.

Currently, if I haven't set up ML in the Cloud interface, I get the following warning:

There is no explanation or route provided to fix this issue. I would suggest we update the text include a call to action such as enable ML nodes that deeplinks to the Deployments > Edit page in Cloud.

Ah whoops, I see this is a bit of a duplicate of #35217. Closing for now.
