[Uptime Ui] inconsistent use of expandable row component

Using the 8.0.0-SNAPSHOT

Describe the bug:
Currently the expandable rows in the Uptime Ui are not used as described in EUI https://elastic.github.io/eui/#/display/tables.

Expected behavior:
The expandable rows should look and behave like state in the EUI documentation (also the panel version for smaller screens)
