[Dataset health] Create integration for uncategorized datasets

📓 Summary

We would like to allow users to create integrations out of uncategorized datasets, that's why we want to introduce the Create integration flow in the Integration column in the table.

• The integration column shows Create integration CTA for uncategorized datasets.
• When user clicks on Create integration

  • A new custom integration is created at the end of the flow.
• An action should be added (only for uncategorized datasets) in the actions panel introduced in [Dataset quality] Add actions column #170236.

• Consider reusing kbn-custom-integrations package.

Uncategorised datasets can include logs from known integrations. Users should be able to select which integration they would like to use. Even better, this will be integrated with automatic integration detection flows. Custom integration can still be an option.
