[ML] Fail to create ML job from sample data page

Stack version: 8.7.0
build date: 2022-02-02

Step to reproduce:

1. Go to sample page: https://localhost:5601/app/home#/tutorial_directory/sampleData
2. Add Kibana Sample web logs
3. Try create ML jobs from the sample data drop down list

Observed:

An error was thrown and shown on UI:

Page Not Found

The Machine Learning application doesn't recognize this route: /modules/check_view_or_create. You've been redirected to the Overview page.

Note:

It is fine if creating from ML page using preconfigured module.
