Failures for these tests started when we changed branch in package.json in the 8.5 branch to 8.5 from main.

This change needed to happen, so the configs were removed in https://github.com/elastic/kibana/pull/141340/files#diff-6eef05803723603412ed7dab4965e81e58ad26b6a2a091b65be6fc392f2d65f2L126

That underlying issue needs to be resolved in order to re-enable these tests.

Discussed with @sqren offline and we'll be moving forward with using Fleet's API rather than querying EPR directly to prevent mismatches in what we consider the "latest" version of APM.

#141462 unblocks this effort and should allow APM to consume the Fleet package API to determine the latest version of APM (including a version bundled on disk as appropriate) and then install it.
