In #134474 I removed the confirm data step for standalone agents.

I think we could add an endpoint that would allow us to confirm "enrollment" of the standalone agent, by checking the top level indices for new agent IDs that have appeared recently and are not enrolled in a policy.

Having the agent ID we can then use the existing confirm data step to view the data the standalone agent(s) have generated.
