I'm not sure that the case for unexpectedness is that strong here. For instance, fuzzy text matching works in this way (see tools like https://github.com/junegunn/fzf or when you search for a file in VSCode using ctrl/cmd+P).

I am going to close this issue for now, but happy to re-open if this gains traction.
