[Self-Managed]: Installed fleet server fails to sync with Add agent flyout and Add agent flyout still shows to install Fleet Server.

Preconditions:

1. 8.3 Snapshot Kibana self-managed environment should be available.

Steps to reproduce:

1. On fresh Kibana setup navigate to Fleet tab.
2. Observe new Add Fleet Server layout.
3. Install a new agent using Advanced>Quickstart mode.
4. Observe Continue enrolling Elastic Agent button.
5. Click this button and observe user is navigated to Add agent flyout.
6. Under Add agent flyout it again shows Add Fleet Server.

Expected Result:
Installed fleet server should sync with Add agent flyout and Add agent flyout should show agent installation steps.

We have revalidated this issue on latest 8.3 BC-6 self-managed environment and found it still reproducible.

• Installed fleet server fails to sync with Add agent flyout and Add agent flyout still shows to install Fleet Server.

@criamico I am seeing the same issue locally. This is a critical onboarding UX, let's prioritize a fix and get it in the next 8.3 patch.

• Installed fleet server syncs with Add agent flyout
• Add agent flyout also shows agent installation command.

We have revalidated this issue on latest 8.3.2 released Kibana and found it fixed.

• Installed fleet server syncs with Add agent flyout.
• When fleet server is offline and then back Healthy even then it syncs well with the Fleet UI.
