Describe the feature:

At the moment we have enabled a cursor sync behavior in Lens/Visualize panels when they are set to a dashboard.
This is on by default and the users have no way to disable it.

There was a suggestion here #113719 (comment) to add a switch to the dashboard level to control it.

This configuration should contain 3 options:

  1. no sync (only the chart with the mouse over it will show the tooltip)
  2. sync only the cursor (the current chart will show the tooltip, all the others just the cursor)
  3. sync and show tooltip everywhere.

Right now we have only the 2nd one (no switch to enable/disable) it and the 3rd one (not merged yet) with a switch to enable/disable it.

I think we need to discuss if we want to proceed with the above suggestion. cc @ghudgins
