Similar to how #118338 and #103633 switched Visualize rendering from vislib to elastic-charts, the Visualize gauge/goal renderer should switch to elastic-charts as well. In case of missing features, the advanced setting switch can be disabled in the beginning.

Known blockers on elastic-charts side:

This is done, we created a unified renderer for agg based and lens gauges
