Describe the feature:
If the time range or other filters do not apply to an individual visualization on the dashboard, we should make that apparent to the user somehow

Describe a specific use case for the feature:
A dashboard may contain multiple visualizations using different data views underneath. When using the time filter or adding other filters, the options user selects may not apply but that is not obvious today. We should add some visual indicator to surface and explain this.
