Summary

Added tabindex prop to EuiResizablePanel for keyboard accessibility. Removing a number of axe-core violations for unreachable content and added documentation to help teams know when they need to add tabindex prop. Closes #5295.

Just to clarify, did you add this primarily just to highlight/promote usage to devs? This doesn't actually affect source code, correct?

Correct. This is to highlight times it makes sense to add a tabIndex and documenting it. The {...rest} on EuiResizablePanel#390 allowed me to add the new optional prop and to the best of my knowledge should not affect source code upstream.

This generally LGTM! My only change requests are removing the changelog and a minor copy tweak.

Approved! Confirmed that the new tabIndex appears on the element in browser and that the keyboard functionality still works. Confirmed that additional tests pass as well.

Simplified down to a docs update, optional prop declaration, and examples fixed for axe-core violation.

This PR changes the behavior of the EUILink component to apply rel="noreferrer" universally for all external links, as it's considered a best practice.

Prior to this PR, there was an exception for elastic.co domains, added in #1565. As this behavior is no longer required, we're opting to remove the exception.
