This PR skips daily maintenance activity in case ML upgrade mode is enabled.
A similar effect could have been achieved by adding a check to
DeleteExpiredDataActionbut maintenance service also performs auditing (viaMlAssignmentNotifier) and I wanted to make sure that audit indices also remain untouched during upgrade mode.Relates #54326
