The read_slm privilege does not currently have access to the SLM status API; this adds access. Relates to elastic#94395

This adds read access to SLM status api to the
read_slmprivilege.This PR will be followed shortly by a PR to remove access to
GET /_ilm/statusfrom theread_slmprivileges. These are in separate PRs as the remove is a breaking change.Relates to #94395
