I've look into this and tried to reproduce it. I cannot reproduce, and I don't see anything wrong with the test. From the failure history, I think the only valid failure worth investigating is the one from 12 June since the rest of the failures are from PRs that touch related code.

This has not failed during last 6 month with above failure.
The only recorded failures are ones caused by failure to form the cluster:

at org.elasticsearch.test.InternalTestCluster.startNodes(InternalTestCluster.java:2181)	
at org.elasticsearch.test.InternalTestCluster.startNode(InternalTestCluster.java:2111)

and failed multiple tests during the build.
