Remove CHANGELOG (#95)

This PR removes the `CHANGELOG.md` file. It has not been in use since
the initial release. Also this repository has been maintaining it's
release notes as part the [release
documentation](https://github.com/elastic/elastic-agent-autodiscover/releases)
itself.
