Webhook namespace awareness is only implemented in Elasticsearch

#5187 refactored the web hooks to make them aware of the managed namespaces and to ignore any admission request for namespaces not under the control of the current operator. But the implementation was only done for Elasticsearch and forgotten for all other Elastic Stack applications.
