Port test_rotating_close_inactive_larger_write_rate to Golang

What does this PR do?

This PR ports the test test_rotating_close_inactive_larger_write_rate to Golang for filestream input.

Why is it important?

Decrease the amount of low value E2E tests. Also, check filestream against corner cases.
