Description

Block elastic/kibana#94116

To simplify how we handle policy reassign in Fleet Server, we are introducing a new action POLICY_REASSIGN when an agent get that action it should ack the action and will get the new policy during next checkin

currently the unknown handler get that action but that handler do not ack the action it is a bug? @blakerouse @michalpristas
