Fix issues with output reloading (#17381) (#17874)

* Refactoring: extracting common fields into worker struct

* More refactoring

* Address goroutine leak in publisher

* Workaround: add Connection: close header to prevent FD leaks

* Adding CHANGELOG entry

* Adding IdleConnTimeout setting

* Close idle connections when ES client is closed

* When closing worker, make sure to cancel in-flight batches

* Cancel batch + guard
