I've moved it to the parent folder. Could be moved to OverARK? @shaunagm @llorracc @sbrice

It's a bit complicated and this is something I'm planning to explain in detail during the summit.

Governance here refers to technical governance which deals with the mechanics of the project/repository and less so about political control.

As exhibited from earlier this morning NYC is just one massive distraction and I haven't had a chance to follow up on filling this in. I'll be in SanFran taking a workshop and haven't told anyone I'm in town so unless they are stalking me on GitHub there's a 80% chance I can finish with what I started on the governance docs over the next week.

In any case, if I don't follow up and finish with this by Nov 11th please feel free to move everything to another branch and I can update from there.
