GH-1614: Updated the doc with the Windows steps.

Got rid of `choco` and simplified the steps with `scoop`.

The steps now include headless commands for installing the followings:
 - `nvm`,
 - Node.js,
 - `yarn`, and optionally
 - `git`.

Closes #1614
