What this PR changes/adds
Adds other reusable workflows (except apidocs and tests). Adds workflows for triggering them within this repo.
Removes
release.yamlfile and shortensdependabot.yml(as not being used centralized).Why it does that
Improve maintenance. Provide for connector repo before all other repos need to apply the changes as well.
