Satellite to polygon?

A grad student working on a GIS layer of impervious surfaces has the following question:

Can polygon shapes could be created by viewing satellite information?

She's also interested in expanding the data scope (creating and overlaying layers) to the flood planes, too. What would it take to make that data mappable for us? Even possible?

Both of these data sets already exist. Land Use Land Cover was satellite derived and flood plains you can get from Atlanta Regional Commission. if advice is needed have the student contact me. Michael Page Geographer
