Change for #207 to allow the Major, Minor, and Patch segments to still be incremented if NEXT is specified as the BuildNumber segment in the
sfdx-project.jsonfile.If the command is attempting to update the BuildNumber segment and NEXT is specified as the BuildNumber segment in the
sfdx-project.json, then the command will still ignore the update.
