Clean up unit tests for DiskAccessPath - Fixes #199

This PR corrects the unit tests for DiskAccessPath to meet current standards and ensure -Exactly is included in all Assert-MockCalled checks.

This Pull Request (PR) fixes the following issues

• Fixed Assert-MockCallled for Unit Tests for DiskAccessPath do not check Exactly #199

• New/changed code adheres to DSC Resource Style Guidelines and Best Practices.
