Pull Request (PR) description

• SqlServerDsc
  • BREAKING CHANGE: Removed resource SqlServerNetwork. The functionality
    is now covered by the resources SqlServerProtocol and SqlServerProtocolTcpIp.

Dependent on the PR #1511 and PR #1517.

This Pull Request (PR) fixes the following issues

• Closes SqlServerNetwork: Add support for protocol configuration #14
• Closes BREAKING CHANGE: SqlServerNetwork: Does not enable the IPs for the protocol #339
• Closes SqlServerNetwork: Test-DscConfiguration fails when instance does not exist SqlServerNetwork, SqlServerLogin and maybe other resources #1294
