Add module builder basic commands

This adds:

• Drupal Code Builder to composer.json (This is the library that does the actual code generating: https://github.com/drupal-code-builder/drupal-code-builder)
• Drush command for building a module
• Drush command to update processed hook and plugin definitions
• Drush command to list processed data
