Summary
During a refactor, an
AggregatePercentilePayloadconcept was built on top ofPercentilePayload, and was not properly updated inIsMeter. It would appear thatUpDownCounterPayloadwas also not updated correctly. Formatting tests were added for both to ensure tags were showing up as expected.Closes #7654
