Remove UseRoslynCompilers prop and unify roslyn import

UseRoslynCompilers was introduced in buildtools by
dotnet/buildtools#947, with different
behaviors on windows/unix. It was removed by
dotnet/buildtools#1974, so we can unify our
roslyn imports now.
