Shot in the dark that I'm going to let run in the background - maybe VS won't "roll backwards" from 3.1.200 to the 3.1.103 in global.json, but it will "roll forwards" to 3.1.201 (which has the fix for #19133)

Nope, didn't work. Got some other stuff cooking locally.

How can i downgrade in ubuntu it always installs the latest.

Hi @dicksonkimeu - it's not really relevant to this PR. Your question might be better asked on the "dotnet/core" repo, since it seems to be a question about installing .NET Core.
