Runtime & WindowsDesktop use this to generate their SharedFx packages/Installers, but we have custom logic. We should investigate what it would take/what are the benefits of using this shared infra.

Add SDK support for rooting subsets of inputs in a composite image.

This is needed to easily support dotnet/aspnetcore#48013 while mantaining the existing behavior for the composite R2R archive (and resulting docker images)
