Customer Impact
This is needed for the OpenID Connect scenario so that users can:
Testing
Manual testing with multiple Identity Providers, plus some included unit tests
Risk
Low - changes are isolated to one small section and only activate when the dashboard is configured to use OpenID Connect for front end auth.
