As a service user i want to be informed about new and verified applications

Acceptance Critera

  • add an area with two checkboxes in the User Settings to activate notifications (incoming applications & verified applications) for Region Administrators & Regions Managers
  • make the feature configurable via build config. Only bavaria
  • disable user notifications per default
  • send emails to the users that activated notifications

After second "Digitale Sprechstunde" we talked about providing some settings in the "Digitale Druckerei" where each region can enable f.e. Send Notification for new Application and Send Application for verified application and an additional field for a Recipient Mail

Since we have no single view for an application it could make sense to add an ApplicationId to each application and to refer on it in the mails
