Fix for Notification Templates in the Old Tracker API
Issue:
When OptionSet was used in TrackedEntityAttributes, and these attributes were part of a notification template, the notification template failed to populate the attribute's value correctly during notification delivery.
Fix:
Fixed it by explicitly fetching
optionusingOptionService
