When FECDisabled is set to true in minigraph.py, push 'fec' 'none' explicitly to config_db. When 'fec' is defined in port_config.ini do not override it with 'rs' for 100G Backport of sonic-net#7667 to 202012 branch.

How I did it
Modified minigraph Parser
How to verify it
Load minigraph with FECDisabled and after config load_minigraph check the config_db whether 'fec' 'none' is populated. Modified port_config.ini to check if a value in port_config.ini does not get overridden by 'fec' 'rs'
