Motivation
We want clear and standardized usage of ubuntu images across all workflows.
Changes
changed "ubuntu-20.04" to "ubuntu-24.04"
changed "ubuntu-22.04" to "ubuntu-24.04"
changed "ubuntu-latest" to "ubuntu-24.04"
Tests
ubuntu-latest already uses 24.04 so no issues here.
