Fix bazel at 6.4.0 via bazelisk. With the latest bazel version
exec_toolsattribute was removed. According to bazelbuild/bazel#19132 it should be possible to simply replace it withtoolsattribute but I ran into some errors with this change. Until we find a fix for that, we will fix bazel to an older version.
