• UX recommendations documented in Figma created in UX Review of updates to VBA Facility Service type #14887

@laflannery After the code deploy on 27 Sept 2023, you should be able to test this at https://prod.cms.va.gov/node/add/vba_facility_service (using Pension, which has been populated with data).

Jordan and I had but a lot of comments and notes on the "Service Locations" section in a previous ticket. I feel like those all apply here and if possible the decision/recommendations we made there, we should also have here as well.

Other than that, I don't have any other changes
