Resolves APPEALS-63887: Create role section on the UI

Description

As a Case Flow developer, I want to update the UI for test configuration to include a list of checkboxes for each role available in Caseflow and improve the LoadTestForm’s state so that test scenarios and roles update dynamically based on interactions, enhancing accuracy and ease of use during test setups.

Acceptance Criteria

• Code compiles correctly
• The UI for test configuration is updated
• The following elements are added:
• Roles: A list of checkboxes for each role that is available in Caseflow
• Improvements to the state of the LoadTestForm are made:
• Scenarios section updates state when checkboxes and sub-checkboxes/text fields are interacted with
• Roles section updates when checkboxes are selected
