Releases CM users acting on behalf of judges

Description

Pulls all mention of FeatureToggle.enabled?(:scm_view_judge_assign_queue)

Acceptance Criteria

Testing Plan

  1. Turn off the scm_view_judge_assign_queue toggle with FeatureToggle.disable!(:scm_view_judge_assign_queue)
  2. Run through testing plans for CM: Allow SCM Team members to perform actions for judges #12424
