Description

Judge's should have the option to add the Pulac-Cerullo conflict of jurisdiction on an appeal when they are reviewing the decision on a Vacate stream.

Acceptance criteria

  • The JudgeDecisionReviewTask task has the LIT_SUPPORT_PULAC_CERULLO task action available if the appeal stream_type is "vacate"

Background/context/resources

The judge can still add the jurisdictional conflict at this stage, but currently they do not have the task action available.

Technical notes

See JudgeDecisionReviewTask for implementation, and AttorneyTask for an example
