Update max-cfi API to include ratings for other diagnostic codes

User Story

As a user of the max-cfi API, I want to be able to request max ratings for other diagnostic codes, so that I can add the max rating notice to all conditions that are at the maximum.

Acceptance Criteria

• max-cfi API data file is updated with other diagnostic codes and their associated maximum rating percentages from the VASRD reviewed max rating dataset in Sharepoint
• Unit tests

Notes about work

This work is dependent on the completion of #2739, and assumes the final approved version is what will be used to update the max-cfi dataset.

Not included in this work

• This ticket is to meet the current scope of proposed changes outlined in Enable the max-cfi app to support multiple diagnostic codes #2564, and does not include any work towards future improvements of the max-cfi app.
• We do not need to store the max rating for hyphenated diagnostic codes, since there could be an innumerable combination of hyphenated diagnostic codes. We will use the primary code (the one after the hyphen) to determine the rating (in Add max rating notice to all conditions that are at the maximum #2722)
